After the making of such tests and inspections as may be necessary or desirable by the city, and the satisfactory completion of the backfill and restoration of the street, highway, alley, right-of-way, or easement along with an approved final inspection report, the city shall certify that the work has been completed in accordance with the provisions of the permit and issue a certificate of final inspection. The issuance of the certificate of final inspection shall not operate to release the applicant or his or her sureties of any obligations under or upon this permit or the performance bond.
