§ 30.02 SPECIAL MEETINGS.
   The Mayor shall call special meetings of the Council whenever in his or her opinion the public business may require it, or at the express written or oral request of two Council Members. When a special meetings is called, each Council Member will be notified either in person, by telephone, by electronic mail, or by hand-delivered notification to the Council Member’s residence, stating the date and hour of the meeting and the purpose for which the meeting is called, and no business shall be transacted thereat, except such as is stated in the notice.
