The city, or, if applicable, the third-party contractor who stores any abandoned motor vehicle, watercraft or outboard motor, shall be entitled to a reasonable storage fee for:
(A) Not more than ten days beginning on the day the item is taken into custody and ending on the day the required notice is mailed or published; and
(B) Additional days beginning on the day after notice is mailed or published and ending on the day accrued charges are paid and the item is removed.
