(A) After making an engineering and traffic investigation and considering the commercial and residential growth in the vicinity of Jones Road, it is determined that 20 mph is the maximum reasonable and prudent speed for the operation of motor vehicles under the circumstances adjacent to the school.

(B) The city shall cause to be erected school zone signs that will give notice of the designated school zones.
(C) (1) Any person driving or operating any motor vehicle on or along Jones Road beginning at the east city boundary line at the westernmost edge of its intersection with Westgate Boulevard and continuing west to the easternmost edge of its intersection with Lone Oak Trail or along MSG Horrigan Trail from its northerly intersection with Jones Road continuing north for a distance of 1,200 feet at a rate of speed that is greater than the 20mph during the hours of 7:00 a.m. to 8:15 a.m. and 1.30 p.m. to 3:30 p.m. when schools are open and in session is violating this schedule and is committing the offense of speeding in a school zone. The use of the words “speeding in a school zone” shall be sufficient to designate the offense.
(2) The maximum amount of a fine for a violation of this schedule shall be the maximum amount as allowed by applicable state statute for the offenses.
(D) The provisions of this schedule pertaining to the school zones on Jones Road and MSG Horrigan Trail shall not become effective until the city causes to be erected school zone signs necessary to give notice of the designated school zones.
(E) The times during which speed is restricted pursuant to this Schedule V on Jones Road and MSG Horrigan Trail may be adjusted to match any change in beginning and/or ending time of school instruction effected by the Austin Independent School District and applicable to Sunset Valley Elementary School after the date of adoption of this amended Schedule V. The City Administrator or Chief of Police may cause a change of signage with an adjustment to the periods of restricted speed limit that corresponds to any such change in the beginning and/or ending time of instruction. Provided that signage is first installed to provide notice of any such change in the periods(s) of the restricted speed limit, it shall be a violation of this Schedule V to exceed the speed of 20mph during such changed period(s). The City Administrator or Chief of Police, as applicable, shall provide notice to the City Council in an open meeting of such adjustment within a reasonable time of effecting any such change in signage.
