(A) It is determined by the City Council that the portion of Jones Road from its intersection with Pillow Road easterly to the city limit line is especially hazardous for driving on the left side of the roadway and overtaking and passing.
(B) The Mayor is authorized to have solid yellow lines placed on the pavement in both the east and west lanes and to post no passing signs so as to appropriately mark it as a no passing zone.
(C) It shall be unlawful for any driver of a motor vehicle to drive on the left side of the roadway or to overtake and pass in the zone. Violation hereof and conviction thereof shall be punishable with a fine not to exceed $200.
