(A) The certificate of ordinance is hereby readopted, reconfirmed and ratified in all aspects.
(B) The recitals contained in the preamble of the ordinance codified herein are hereby found to be true and the recitals are hereby made a part of this section for all purposes and are adopted as a part of the judgment and findings of the City Council.
(C) This section shall be construed and enforced in accordance with the laws of the state and the United States of America.
