Except as otherwise set forth herein, a person discharging wastewater containing industrial waste or other prohibited waste must collect wastewater samplings using flow proportional composite collection techniques. In the event flow proportional sampling is not feasible in the judgment of the Director, the Director may authorize the use of time proportional sampling or through a minimum of four grab samples where the user demonstrates that this will provide a representative sample of the effluent being discharged.
