(A) All wastewater samples reflected in periodic reports filed with the Director hereunder shall be representative of a person’s discharge.
(B) Toward this end, wastewater monitoring and flow measurement facilities shall be properly operated and maintained in good working order at all times.
(C) The failure of an industrial user to keep its monitoring facility in good working order shall not be grounds for a person to claim that sample results are not representative of its discharge.
