The purpose of this chapter is to provide regulations for outdoor lighting that will:
(A) Permit the use of outdoor lighting that does not exceed the minimum levels recommended for night-time safety, utility, security, productivity, enjoyment, and commerce;
(B) Curtail light pollution, reduce sky glow, and improve the nighttime environment;
(C) Reduce the adverse ecological impact of night lighting to wildlife;
(D) Protect against light trespass onto adjacent properties which may negatively affect occupants of adjacent properties and protect against glare onto public rights of way which may impair vision of motorists; and
(E) Conserve energy and resources to the greatest extent possible.
