Persons engaged in industries that have national pretreatment requirements promulgated by EPA shall follow the self-monitoring and reporting requirements published in the Federal Register. To the extent permitted by the terms of a waste water discharge permit issued under this chapter, persons engaged in any other industry that discharges wastes to the sanitary sewer system of the city that is regulated by this chapter may, at the Director’s option, take periodic samples, analyze the samples for the presence and/or quantity of pollutants listed in this chapter and report the results to the Director. The frequency and methods of sampling and analysis shall be consistent with the approved methods described in this chapter. Self-monitoring and reporting shall not replace nor supersede sampling and testing by the city. In the event of a conflict, the city’s sampling and analysis shall control for all purposes under this chapter.
