A construction or storage permit may be transferred to a new owner or operator of the same business at the same location only if the new owner or operator signs the permit, accepts responsibility for all obligations under this chapter at the time of the transfer of the business, and documents the transfer and acceptance on a form provided by the city, no later than 30 days after transfer of ownership or operation of the business. All permit transfers shall be subject to the approval of the city.
