Whenever it shall be necessary for an owner or developer of property described in § 150.442 to obtain an extension of existing utility lines across any intervening property not described in § 150.443, or any intervening right-of-way in order that such utility lines extend to the owner or developer's property, the requirements of § 150.443 shall apply to the placement of utility lines utility lines across such intervening property or intervening right-of-way.
