The City Council is hereby authorized and directed to promulgate rules, regulations, fees, standards and specifications for the construction, installation, design, location and arrangement of streets, curbs, street lights, street signs, alleys, utility layouts, utility easements, gates for utility easements, sidewalks, water supply and water distribution systems, fire hydrants, sewage disposal systems, septic tanks, water wells, monuments, criteria for drainage easement requirements, drainage facilities, and crosswalk ways. It shall file same with the City Clerk at least 14 days before it becomes effective. It may amend the same from time to time, provided that an amendment must be filed with the City Clerk at least 14 days before it becomes effective. No such rules, regulations, standards and specifications shall conflict with the provisions of this Code or any ordinance of the City of Sunset Valley, Texas. All such improvements shall be constructed, installed designed, located and arranged by the subdivider in accordance with such rules, regulations, standards and specifications.
