(A) The Zoning Commission shall meet at such times as may be determined by it, and special meetings of the Commission may be held upon call of the chairman or of any three members thereof. The city secretary shall act as secretary of the Zoning Commission, unless provision to the contrary is made by the City Council.
(B) The Zoning Commission shall have the power to make rules, regulations, and bylaws for its own government, which shall conform as nearly as possible with those governing the City Council and same shall be subject to approval by the City Council. Such bylaws shall include among other items, provisions for:
(1) Regular and special meetings shall be open to the public, and subjects of the meeting shall be posted at least 72 hours before each meeting except for emergencies.
(2) Records of all proceedings to be open for inspection by the public.
(3) The Commission shall report to the governing body and public from time to time and annually.
