Any person discharging wastewater containing prohibited waste to the POTW, whether directly or indirectly, shall install, operate and maintain, at its sole expense, all necessary wastewater treatment facilities specified by this chapter to treat the prohibited wastes so that the effluent discharged to the POTW by the person will comply at all times with applicable categorical pretreatment standards, local limits and all other rules, standards and limitations set forth in this chapter.
