§ 51.020 GENERAL PROHIBITIONS.
   Except as otherwise provided in this chapter, no person shall discharge or cause, suffer or permit to be discharged to the POTW any pollutants that:
   (A)   Cause a treatment plant upset, whether that treatment plant is owned or operated by the city or by any other entity, including, but not limited to, the City of Austin, that treats wastewater under a contract or similar arrangement with the city;
   (B)   Cause pass through or otherwise cause or contribute to pollution of the receiving waters of the POTW;
   (C)   Cause interference with the operation of the POTW;
   (D)   Cause the POTW to be in violation of the National Pollutant Discharge Elimination System (“NPDES”) permit held by the City of Austin, Texas;
   (E)   Cause damage to the POTW or any portion of the sanitary sewer;
   (F)   Cause a hazard to life or property;
   (G)   Cause ambient air quality of the POTW to exceed standards established by federal, state or local law;
   (H)   Violate any term or condition of a wastewater discharge permit issued under this chapter;
   (I)   Cause or constitute a public nuisance or imminent endangerment to the public health, safety or welfare;
   (J)   Cause the presence of pollutants in the POTW or in treatment plant sludge in excess of the limits established for same in applicable federal, state and local rules and guidelines; and
   (K)   Cause the POTW to be in violation of the city’s permit.
