The Director is hereby authorized to promulgate regulations and procedures to implement and interpret the provisions of this chapter that are not in conflict with this chapter, the laws of the state and the federal pretreatment regulations for new and existing sources of pollution set forth in 40 C.F.R. part 403, as amended. The rules must be approved by the City Attorney and filed of record in the office of the City Secretary. The rules and procedures shall consider the quantity, quality and means of disposal of wastewater containing industrial waste or other prohibited waste, geographic, topographic and construction factors and treatment methods available, the beneficial uses of the water and any other matter the Director shall deem relevant to the implementation of this chapter. Failure to comply with the rules and procedures following the promulgation and filing thereof in the office of the City Secretary shall constitute a violation of this chapter.
