Money may be paid out of the town treasury only on warrant of the Clerk-Treasurer. Unless provided otherwise by state law, the Clerk-Treasurer may draw a warrant against a fund of a town only if an appropriation has been made for that purpose, the appropriation is not exhausted, and:
(A) The warrant is for a salary fixed by statute or ordinance;
(B) The warrant is for a claim allowed under § 33.018 of this chapter;
(C) The Clerk-Treasurer is ordered to issue the warrant under § 33.017 of this chapter;
(D) The warrant is for payment of a judgment that the town must pay; or
(E) The warrant is for interest due on municipal bonds.
