At any public hearing provided for herein, the Town Council may grant a variance from any of the foregoing requirements if it finds that there are special circumstances relating to the property, that a hardship might be created if the variance is not granted, the variance will not be detrimental to the public welfare or injurious to other property or use in the vicinity, and the variance will not change the character of the vicinity or lower the market value of adjacent property.
