(A) There shall be no parking, as follows:

(C) Violation; penalty.
(1) Any person who violates division (A) of this schedule, shall be punished by a fine of not more than $50 and not exceeding $500.
(2) Any person who violates division (B) shall be guilty of an infraction, and upon notice of violation, the operator of any vehicle in violation shall pay as a penalty a fine of not less than $50 and not exceeding $500 into the office of the Clerk-Treasurer within five days of the notice of violation. Any penalty not paid within the time, or on any subsequent violation, the operator of the vehicle shall be cited into a court of competent jurisdiction and shall be fined in any sum not less than $50 and not exceeding $500.
