Except for vehicles registered with the Department of Natural Resources, vehicles must be equipped with:
(A) Headlamps and tail lamps;
(B) Front and rear turn signal lamps;
(C) Reflectors;
(D) Brakes;
(E) A vehicle identification number;
(F) A safety belt installed at each designated seating position;
(G) A slow moving vehicle emblem attached to and visible from the rear of the vehicle;
(H) A fluorescent orange flag attached to the vehicle at least six feet in height from the roadway;
(I) Rearview mirror;
(J) Windshield; and
(K) Working brake lights.
