(A) No off-road vehicle may be operated within the corporate limits of the town.
(B) Within the town, no golf cart or UTV shall be operated:
(1) That is not insured for liability coverage;
(2) Except for golf carts, that does not display a Department of Natural Resources sticker indicating registration through the Department of Natural Resources;
(3) Except in a single file, with the flow of traffic, and at the far right-hand side of the alley, street, or highway being traveled;
(4) In a careless or reckless manner or in any way that endangers any person or any property;
(5) At a rate of speed greater than the posted speed limits and in no event greater than 30 mph;
(6) By anyone under the influence of intoxicating liquor or any controlled substance, or by anyone whose ability to operate said golf cart or UTV may be impaired thereby;
(7) By anyone transporting thereon a firearm, unless the same be securely encased;
(8) By an unqualified operator, as that term is defined in this chapter;
(9) Upon any part of State Road 101 or commonly known as Meridian Street except during those sections of the road which are located within the town with a 30 mph or lesser speed limit and which has a berm at least six feet in width. The operator shall bring the vehicle to a complete stop before proceeding across any public highway and shall yield the right-of-way to all traffic;
(10) From 30 minutes before sunset to 30 minutes after sunrise; or
(11) In violation of any state statute or local ordinance pertaining to the operation of motor vehicles.
