Any person who violates this chapter or any other applicable parking provision that indicates this penalty provision shall be guilty of an infraction, and upon notice of violation, the operator of any vehicle so parked may pay into the office of the Clerk-Treasurer, as a penalty, the sum of not less than $25 and not exceeding $1,000.
