§ 35.059  VACANCIES AND APPOINTMENTS.
   (A)   In most cases, the town will post a job opening when one becomes vacant and is designated by the Town Council to be filled. Appointed, safety-sensitive or essential positions may be filled by appointment or promotion with or without a formal posting.
   (B)   When a full-time vacancy requiring a posting occurs, the Clerk-Treasurer’s office, with approval of the Town Council, will advertise the position in each department, on the town’s website and local newspaper.
   (C)   Openings will be posted internally in each department of the town for a period of ten working days. Current employees must submit a resume within the period of time to be considered for the position.
   (D)   The hiring manager of the department and the Clerk-Treasurer’s office will evaluate the resumes to determine if the current employee is qualified for the new position.
   (E)   All current employees who have applied and are qualified for the position will be given preference for interviews. If it is determined that no current employee meets all of the expectations for the position, then the employment opportunity will be communicated to the public.
   (F)   In some cases, job postings will be posted internally and externally concurrently. In these cases, current town employees who meet the position requirements will still receive priority interviewing over external candidates when appropriate.
