§ 35.042  POLICY MANUAL ADMINISTRATION.
   To implement the policy and procedure manual and to oversee its administration on a day-to-day basis, the following procedures will be taken.
   (A)   A copy of this subchapter will be given to all current employees of the town and all new employees, including part-time, seasonal and temporary.
   (B)   The contents of this subchapter are subject to change without notice at the sole discretion of the Town Council. Only the Town Council will have the authority to make revisions.
   (C)   Any changes in the policy and procedure manual shall in no way alter the employment-at-will policy or create a binding contract between the town and employee.
   (D)   Employees are encouraged to make suggestions for improvement in policies and procedures. Suggestions should be made in writing to the Town Council.
   (E)   The town will undertake to accomplish a review of the manual at 12-month intervals or as may be indicated by law or change in needs of the town.
   (F)   The supervisor’s rights include recommending method and procedure, number of work force, assignment of duties and hours of employment compensation of personnel. They also have a right to recommend hiring, disciplining, and promotion. The Town Council, by executive session, maintains the ultimate right to manage their workforce, consistent with the policies set forth in this subchapter and all the applicable state and federal laws.
