§ 35.016  DEFINITIONS.
   (A)   There is a difference between a general emergency policy and a health emergency policy. If the town is required to close facilities due to a fire, tornado, or other significant natural or human-made event, it is taken for granted that the staff of the town will return to the building(s) and begin recovery work almost immediately. If there is a serious infectious disease, epidemic, or pandemic, it is also taken for granted recovery may be slow, the staff might be restricted from entering the building(s), and services and hours might be interrupted for extended lengths of time.
   (B)   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   CLERK-TREASURER. The person elected to perform the day-to-day operations of the town as provided by state law.
   CLERK DESIGNEE. In the event that the Clerk-Treasurer is unable to fulfill his or her duties, the Board reserves the right to appoint one or more temporary designees who will fulfill the Clerk-Treasurer’s responsibilities until he or she can return to work. The Clerk-Treasurer shall consult with the Board upon this choice of designee.
   EMPLOYEES AND STAFFING LEVEL. Part-time and full-time staff of the town. STAFFING LEVEL refers to the minimum number of healthy employees to carry on operations and be open to the public.
   EPIDEMIC. A disease affecting many people in a specific location at the same time and spreading disease from person to person in a location where the disease is not prevalent.
   ESSENTIAL EMPLOYEES. The Clerk-Treasurer and other staff selected by the Town Board whose duties are necessary for minimal operations to continue. These can include payroll, bill paying, maintenance, law enforcement, and the like.
   PANDEMIC. An epidemic that has spread over many states or countries and usually affects many people around the world.
   PUBLIC HEALTH EMERGENCY. The condition present when the normal operations of the town are severely curtailed or there is insufficient staff to maintain normal operations.
