9-5-13: DISTRICT GOVERNANCE AND ADMINISTRATION:
   A.   The District Board shall be the City Council.
   B.   The District shall promulgate procedures for its operations, and those policies expressly delegated to it this Chapter.
   C.   The District may engage the services of a private entity to administer its functions under the supervision of the District Board, with expenses of administration to be a cost recovered through fees included in the Special Assessments. (Ord. 2018-2, 9-4-2018)
