No person shall construct, alter, repair, or demolish any building without first obtaining a separate building permit for each building or structure, except that no permit shall be required for performing the following work: minor construction less than one thousand dollars ($1,000.00) in value. Except a contractor must obtain a permit for all work regardless of value. Valuation will be determined by the most current Building Valuation Data Table from the Building Standards.
