7-2-23: ENFORCEMENT:
This Chapter may be enforced:
   A.   By the SPPD, the code enforcement function of the City, or any other department or function of the City specifically assigned to its enforcement by the City Manager; and
   B.   By means of either a criminal prosecution or a civil proceeding.
