4.12   Zoning Ordinances
   (A)   Ordinances establishing, amending, revising, changing, or repealing zoning classifications, districts, uses, or regulations may be introduced by any member of Council, a majority vote of the Planning and Zoning Commission, or as otherwise provided by ordinance. The Council shall determine, by ordinance, all procedures to be followed by the Council and the Planning and Zoning Commission with respect to zoning within the Municipality and other land use regulations and matters, including, without limitation, public hearings, notices to owners of land, and notices to the general public.
   (B)   An affirmative vote of at least five Council members shall be necessary to pass any zoning ordinance which differs from the written recommendations of the Planning and Zoning Commission, but in no event shall a zoning ordinance be considered as having passed unless it receives an affirmative vote of at least four Council members.
