Any Council member or the Administrator may introduce any ordinance or resolution at a regular or special meeting of the Council. Whenever possible, copies of proposed ordinances and resolutions should be provided to members of the Council in advance of the meeting at which the measure is to be introduced. No action of Council shall be invalidated merely because the prior availability of an ordinance or resolution fails to comply with the provisions of this Section.
