Action by the Council shall be by ordinance, resolution, or motion. Non-legislative action of the Council shall be by motion, including for conducting the business of the Council, for procedural matters, for elections conducted among and appointments made by Council members,
and as otherwise provided in this Charter, and all approved motions shall take immediate effect unless otherwise specified by the Council. All other action shall be taken by ordinance or resolution. No action of the Council shall be invalidated merely because the form thereof fails to comply with the provisions of this Section.
