Council reserves the right in its sole discretion to dissolve the Authority until such time as this Council approves a development agreement between the Village and the Developer (or such other entity as shall be approved by this Council) which shall relate to the development of all or part of the District; provided that no such termination shall occur prior to March 1, 2018, or as long as the Village and the Developer are engaged in negotiating such development agreement in a commercially reasonable manner.
