925.07 PERMIT, INSPECTION AND CONNECTION CHARGES.
   (a)   A Permit and inspection fee of sixty-five dollars ($65.00) for a residential, commercial, institutional, or governmental sewer connection and two hundred fifty dollars ($250.00) for an industrial sewer connection shall be paid to the Municipality at the time of application is filed.
   (b)   (1)   In addition to the Permit and Inspection Fee specified in subsection (a) hereof, all new users connecting to the Sunbury sanitary sewer system, either inside or outside the Village, except as provided for in paragraph (6) below, shall pay a connection charge as follows:

         Effective January 1, 2022 and on January 1st of each subsequent year thereafter each of the above described connection charges shall be increased by three percent annually. The Sunbury Director of Finance is directed to keep an updated schedule of fees which shall be available to the public upon request.
         The Connection Charge is a one-time charge which shall be paid one-half at the time of the execution of the Subdivider’s Agreement as required by the applicable provisions of the Village of Sunbury Zoning Code. The remaining one-half shall be paid at the time of the issuance of a Building Permit. If no Subdivider’s Agreement is required to be executed, the entire connection charge shall be paid at the time application is made for the issuance the building permit.
      (2)   No sewer connection may be installed until after plans therefor have been submitted to and approved by the Village of Sunbury, and until the permit fee has been paid, or (if installment payments have been authorized) after payment of the first authorized payment.
      (3)   If the sewer connection is not installed before six months after date of payment of the tap fee or (if installment payments have been authorized) after payment of the first authorized installment payment, the permit shall be void and the Village will be entitled to twenty-five percent (25%) of the total fee paid.
      (4)   Location of the sewer tap for which a permit is granted shall be designated by the Administrator. No installation of a sewer tap shall be permitted until the location of the tap has been approved by the Administrator. No tap shall be utilized until the installation has been inspected and approved by the Administrator. (Ord. 2008-33. Passed 12-3- 08.)
      (5)   Connection charges for multi-family apartments will be based upon the following calculations:
         A.   Efficiency or one-bedroom apartments: connection fee is 60% of single family unit (3/4 inch water tap).
         B.   Two-bedroom apartments: connection fee is 75% of single family unit (3/4 inch water tap)
         C.   Three bedrooms or more apartments: connection fee is 100% of single family unit (3/4 inch water tap).

      (6)   A.   All single-family residential dwelling units served by the Del Co Water Company and which are provided a one- inch tap, a one-inch service line, and a 5/8 inch water meter, shall pay a sewer connection fee as listed in subsection (b) (1), above, for a 3/4 inch water tap.
         B.   Any non-residential establishment served by the Del Co Water Company and which is provided a one-inch tap, a one-inch service line, and a 5/8 inch water meter, and can appropriately demonstrate to the Village Engineer that its expected usage is equal to or less than a single-family residential dwelling unit, shall pay a sewer connection fee as listed in subsection (b) (1), above, for a 3/4 inch water tap. For any non-residential establishment granted consideration herein shall be re-evaluated after one-year of typical usage to verify the equivalency of a single-family residential dwelling unit. If actual water usage exceeds that of a single-family residential dwelling unit (established at 320 gpd), an appropriate sewer connection fee will be determined based on the actual flows and the owner of the non-residential establishment will be notified in writing of the need to remit the appropriate fees and shall have 30 days from date of notice to remit said fees (fees shall be calculated based on the fees in place at the time of original sewer tap purchase.)
         C.   Any single-family residential dwelling unit, currently served by an individual private onsite system or an individual private system with off-site discharge, which abandons its private system and connects to the public sanitary sewer system with the approval of Sunbury, shall pay a sewer connection fee equal to one-half of the fee required above in subsection (6) (A), regardless of the provider of domestic water service.
   (c)   An applicant whose premises is not supplied with water by the Municipality, but who wishes to use the sanitary sewer services supplied by the Municipality, shall pay the Connection Charge based on the estimated maximum rate of flow and in accordance with the schedule listed in subsection (b) hereof.    (d)   Any applicant whose property does not abut an existing sanitary sewer facility may, at his own expense, construct shall trunk end or lateral facility as directed by the Municipality. Upon completion of this facility to the satisfaction of the Municipality subject facility shall become the property of the Municipality and be subject to all rules and regulations applicable. In the event a user is required to construct a sewer line or other facility having the capacity in excess of that needed by the user (minimum size is normally 8" in diameter) the Municipality and the user shall enter into a reimbursement agreement which may provide for reimbursement of all or a portion of the amount of construction costs found necessary to provide the excess capacity required by the Municipality.    (e)   An Industrial Wastewater Surveillance Charge is hereby established of two hundred dollars ($200.00) per year for each connection discharging industrial wastewater to the sanitary sewer system. Where it has been reported that no industrial wastewater is being discharged, a fifty dollar ($50.00) charge may be levied only once per year to cover the cost of verifying such report. The monies collected from this charge shall be used to cover the cost of making surveys, record keeping, and occasional analytical work necessary for verification of Owner reported results.
