925.04 CLASSES OF USERS.
   (a)   The various classes of users of the sanitary sewerage system shall be as follows:
      (1)   Residential.
      (2)   Commercial.
      (3)   Governmental/Institutional.
      (4)   Industrial.
   (b)   The various classes of users are defined in Section 925.02.
