(a) No person, firm or corporation shall discharge waste collected from septic tanks into any manhole or other appurtenances of any sanitary sewer or into any watercourse within or flowing into the Village of Sunbury Wastewater Treatment Plant.
(b) Only domestic sanitary wastes will be accepted by the Village Wastewater Treatment Plant. No industrial, commercial or toxic septic tank wastes may be disposed under any terms of the Village Wastewater Treatment Plant. The Village reserves the right to monitor and/or septic tank discharges; in the event a septic hauler disposes of industrial, commercial or toxic waste, or any other prohibited elements, the hauler may be responsible for pumping out the entire contents of the holding tanks. The septic tank hauler must designate the location from which the septic tank domestic wastes are being collected.
(c) Permits for discharge by tank vehicles to the Village Wastewater Treatment Plant shall be obtained from the Village Wastewater Treatment Plant prior to any discharge into the plant. Permits must be renewed annually and the fee will be thirty dollars ($30.00) per company per year and as may be amended from time to time by the Village Wastewater Treatment Plant Supervisor. Haulers licensed under this section of the regulations must also be licensed to dispose of septic waste by the Delaware County General Health District.
(d) Any person, firm or corporation discharging wastes into the wastewater treatment facilities of the Village must use those locations designated by the Village or its representatives and shall pay a rate of six cents (6¢) per gallon as a disposal charge for domestic septic wastes discharged to the Village Wastewater Treatment Plant.
(e) Any person, firm or corporation violating the provisions of this chapter shall be subject to any penalties provided by law. In addition, such person, firm, or corporation shall be liable for any expense, loss or damage occasioned by the reason of such violation.
(f) The Village Wastewater Treatment Plant Supervisor with the approval of the Mayor is hereby authorized to establish administrative regulations or rules necessary to implement this section. (Ord. 2007-13. Passed 6-20-07.)
