913.04 DUTIES AND RESPONSIBILITIES.
   (a)   It shall be the responsibility of the Commission to study, investigate, counsel, and develop and/or update annually, a written plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees, shrubs or other landscaping in the parks along the streets and in other public areas. Such plan will be presented annually to Sunbury Village Council within seven (7) days of submission of the annual reporting required as a part of the Tree City USA program. Upon approval of the Sunbury Village Council said written plan shall constitute the official comprehensive Village tree plan for the Village of Sunbury for the calendar year following submission. The Commission, only when requested by Council, shall consider, investigate, make findings, reports and recommendations and take formal action expressly directed by Council on any special matter of questions coming within the scope of its work.
   (b)   The Commission shall also be responsible to disseminate news and information to residents of the Village to educate them in the proper care and handling of trees, shrubs, and other landscaping.
