No person, other than the Street Commissioner, engineer or the other authorized employees or agents of either, shall make any opening in any street, alley, sidewalk or public way of the Municipality unless a permit to make the opening has been obtained prior to the commencement of the work. Failure to obtain a permit will result in a one thousand dollar ($1,000) fine.
