(a) Repair or Replacement Criteria. The Village Engineer shall use the following criteria in the determination of whether sidewalks shall be required or replaced:
(1) Cracks;
(2) Unevenness;
(3) Water pocketing;
(4) Stumbling blocks; and
(5) Slipperiness.
These criteria shall be used singly or in combination to determine if defects warrant repair or replacement of sidewalks.
(b) Laying of Concrete.
(1) Concrete shall be placed on an even, compact subgrade surface that is free of soft, spongy earth, vegetable or other perishable matter. The subgrade shall be damp to prevent loss of moisture. If the subgrade is dry, it shall be sprinkled well in advance of placing concrete.
(2) The concrete shall be well compacted or vibrated so as to be thoroughly worked into all corners, joints and form surfaces.
(3) Forms shall be set true to line and grade and well supported so that no shifting, sagging, twisting or bending may occur.
(4) Forms shall be coated with approved form oil immediately prior to placing concrete. Forms shall be removed with care so as to cause no damage to the edges of concrete.
(5) No concrete shall be placed until the forms have been approved by the inspector as to line and grade, and the other above-listed requirements met.
(c) Finishing. Finishing shall be done with a wood float after screening of the surface at least twice to obtain a uniform surface and then brooming to produce a nonskid surface. The edges of all walks shall be rounded to a one-quarter inch radius with an edging tool at least two inches wide. Transverse joints shall be cut with a jointing tool at least three inches wide and a projecting cutting edge at least one and one-half inches in depth. Transverse and longitudinal joints shall have uniform spacing and shall align with the joints on adjacent properties. The coloring of sidewalks by a permanent paint or coloring powder is prohibited.
(d) Curing. Immediately after the final finishing and after any free water has disappeared from the surface, all exposed surfaces shall be uniformly sprayed with an approved curing compound or shall be cured by placing wet straw or burlap on the surface. Burlap or straw shall be kept wet for seven days. No concrete shall be laid when the temperature is below thirty-two degrees Fahrenheit without permission of the Village Engineer, and then only pursuant to provisions that he prescribes.
(e) Location. The street edge of the sidewalk shall be located not closer than five feet from the back edge of the curb. Valve boxes that fall within the sidewalk area shall be brought flush with the finished walk surface and protected while construction is in progress. Roof drains shall be extended under the sidewalk and through the curb.
(f) Regulations on File. Copies of these rules and regulations shall be on file in the office of the Fiscal Officer.
(g) Other Rules and Regulations. In addition to the specifications hereinbefore set forth, the Village Engineer is authorized and directed to establish such other rules and regulations governing the mixing of concrete, the condition of the subgrade, the types of forms to be used and the method of laying, finishing and curing the concrete. Such rules and regulations and any order of the Village Engineer issued in connection therewith shall have the same force and effect as duly enacted legislation. Any violation of such rules and regulations or any order of the Village Engineer shall be punishable as provided in Section 905.99.
