905.03 MATERIAL SPECIFICATIONS.
   (a)   All curbs, gutters and sidewalks shall be constructed, replaced or repaired with Portland cement concrete of the air entertainment type.
   (b)   All concrete sidewalks shall be constructed or repaired in accordance with the following specifications and requirements:
      (1)   Cement. Cement shall be Portland cement and a brand-approved and accredited by the Portland Cement Association. All concrete placed shall contain from four percent (4%) to seven percent (7%) air by volume.
      (2)   Aggregate. Coarse aggregate shall meet the requirements of the Ohio Transportation Department Specifications, Section M3.1 or Section M3.91, and shall be of No. 3a and No. 4 sizes combined for Class "C" concrete. Coarse aggregate shall be free from injurious amounts of soft, friable, thin, elongated or laminated pieces, alkali, organic or other harmful matter. Fine Aggregate shall meet the requirements of the Ohio Department of Transportation Specifications, Section M2.1.
      (3)   Concrete. Concrete mix shall meet the requirements of the Ohio Department of Transportation Specifications for Class "C" concrete. The concrete shall indicate the mix proportions by weight of aggregate, water and cement. Maximum aggregate size shall be one and one-half inches. Water, in gallons per sack of cement, shall be 5.75, which will give a weight per cubic yard of concrete of various materials, as follows, provided that the quantities of water may be reduced in order that the slump of the concrete will not exceed four inches:

      (4)   Joint filler. A premolded bituminous expansion joint, one-half of an inch wide by four inches deep, shall be installed where new sidewalk meets the curb or building foundations.
      (5)   Sidewalk width, depth and slope. A sidewalk constructed, replaced or repaired within the area of intersection with driveways for vehicles shall be not less than six inches in thickness. All other sidewalks shall be constructed, replaced or repaired not less than four inches in thickness. A sidewalk in a residential area shall be five feet in width, provided that where the majority of lineal feet of existing sidewalk in the same block on the same side of the street is of a different width than five feet, then the width of the majority so defined shall govern. All sidewalk shall be constructed, replaced or repaired so as to provide a transverse slope toward the street of one-eighth of an inch per foot of width.
      (6)   Curb, gutter and sidewalk location. The location, line and grade of all curbs, gutters and sidewalks to be constructed, replaced or repaired shall be determined and established by the Village Engineer so as to conform to the street grade.
      (7)   Temporary repairs. Cold patch asphaltic concrete may be used for the temporary repair of curbs, gutters and sidewalks during the winter season, provided that such repairs are replaced with Portland cement concrete within 180 days from the date of such repairs.
