(a) A person who violates any provision of this Chapter is guilty of a misdemeanor of the first degree and shall be fined not less than five hundred dollars ($500.00) and not more than one thousand dollars ($1,000) for each offense. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues.
(b) The Sunbury Village Council is hereby authorized to institute civil proceedings necessary for the enforcement of this Chapter to restrain or correct violations hereof. Such civil proceedings including injunction, shall be brought in the name of the Village of Sunbury, provided, however, that nothing in this Section and no action taken thereunder, shall be held to exclude such criminal proceedings as may be authorized by this Chapter, or any of the laws or ordinances in force in the City or to exempt anyone violating this Chapter or any part of the said laws from any penalty which may be incurred.
