(a) The Police Department shall have established within its jurisdiction in accordance with Ohio R. C. 737.161 an auxiliary police force and the office of radio operator and/or dispatcher.
(b) The number of Auxiliary Police shall be twenty-five in number, and have the following qualifications:
(1) Applicants for appointment to the auxiliary police must be citizens of the United States of America and residents of the State of Ohio, be twenty-one years of age, of good moral character, be recommended by the Police Department, be approved by the Mayor and Council for appointment and be certified by the Bureau of Criminal Identification of the State of Ohio with no criminal record.
(2) Prior to the appointment to the Auxiliary Police Unit, the person to be appointed must take police officer training as is required at the time for the appointment of police officers for the Police Department of the Village.
(3) Prior to swearing in as an auxiliary policeman, each applicant must take an oath supporting the constitutions of the United States of America and of the State of Ohio and the laws of the State of Ohio and Village, and Rules and Regulations of the Police Department of the Village.
(c) Each member of the Auxiliary Police shall be bonded in the amount provided by Council from time to time.
(d) Each Auxiliary Policemen, when on duty shall be known as a policeman for the Village, and will be bound by the Rules and Regulations of the Police Department of the Village of Sunbury, Ohio, and will be paid such wages as Council shall provide from time to time.
(e) The office of radio operators and/or dispatchers in conjunction with the Police Department and the Auxiliary Police Department is to be continued with appointments to be made by Council upon recommendation by the Mayor and Police Chief.
(f) Discipline or removal of Auxiliary Policemen shall be in accordance with the Rules and Regulations of the Sunbury Police Department as the same applies to the Auxiliary Policemen with all grievances to be discussed by the Chief of Police, the Safety Director and the Mayor prior to consultation with Council. The matter of removal and dismissal for the Auxiliary Police will be on recommendation of the Mayor to Council who shall remove Auxiliary Police for violations of the Rules and Regulations pertaining to Auxiliary Policemen together with any Auxiliary Policemen being guilty of incompetency, inefficiency, dishonesty, drunkenness, immoral conduct, insubordination, discourteous treatment of the public, neglect of duty, or any other acts of misfeasance, malfeasance or nonfeasance in the performance of his official duty.
