123.05 SIGNATURE REQUIREMENTS FOR CHECKS AND PURCHASE ORDERS.
   (a)   All checks executed on behalf of the Village of Sunbury shall be required dual signatures of the Mayor and the Village Fiscal Officer. In the absence of the Mayor, the Council President may sign with the Village Fiscal Officer. The Mayor shall validate the Council President's signature on a duplicate copy as soon as practical upon the return to the Village. In the absence of Village Fiscal Officer, the Assistant Fiscal Officer may sign with the Mayor or in the Mayor's absence, the Council President. In the absence of the Village Fiscal Officer and the Assistant Fiscal Officer the Officer Manager/Administrative Assistant may sign with the Mayor or in the Mayor's absence, the Council President. The Village Fiscal Officer shall validate the Assistant Fiscal Officer's or Office Manager/Administrative Assistant's signature on a duplicate copy as soon as practical upon returning to the Village.
   (b)   All purchase orders executed by the Village of Sunbury shall require the dual signatures of the Village Fiscal Officer, and either the Mayor, the Village Administrator or the Office Manager/Administrative Assistant. In the absence of the Mayor and the Village Administrator and the Office Manager/Administrative Assistant, the Council President may sign with the Village Fiscal Officer. The Mayor shall validate the Council President's signature as soon as practical upon returning to the Village. In the absence of the Village Fiscal Officer, the Assistant Village Fiscal Officer may sign with the Mayor, the Village Administrator or the Office Manager/Administrative Assistant. In the absence of the Mayor and the Village Fiscal Officer and the Office Manager/Administrative Assistant, the Assistant Fiscal Officer may sign with the Council President. In the absence of the Village Fiscal Officer and the Assistant Fiscal Officer, the Office Manager/Administrative Assistant may sign with the Mayor or the Village Administrator. In the absence of the Village Fiscal Officer the Assistant Village Fiscal Officer, the Mayor and the Village Administrator, the Office Manager/Administrative Assistant may sign with the Council President. The Village Fiscal Officer shall validate the Office Manager/Administrative Assistant's signature as soon as practical upon return to the Village. The Chief of Police and the Village Fiscal Officer shall execute all purchase orders for expenditures up to $4,000 from the Police Fund. In the absence of the Village Fiscal Officer, the Assistant Fiscal Officer or in the absence of the Assistant Fiscal Officer, the Office Manager/Administrative Assistant, may execute all purchase orders with the Chief of Police for expenditures up to $4,000 from the Police Fund. In the absence of the Chief of Police, the Interim Chief of Police, or in the absence/lack of an interim Chief of Police, the Mayor, shall execute all purchase orders with the Fiscal Officer, or the backup to the Fiscal Officer if necessary, for expenditures up to $4,000 from the Police fund. The Village Fiscal Officer shall validate the signature of the Assistant Fiscal Officer or the Office Manager/Administrative Assistant as soon as practical upon return to the Village. The Chief of Police in the event of a temporary absence shall validate the signature of the Interim Chief of Police or the Mayor as soon as practical upon return to the Village. Any purchase order above $4,000 must be approved by a majority vote of Council as provided in Section 123.04. Any purchase order above $1,000.00 but less than $4,000.00 must be approved by Village Council by majority vote or by the Mayor. This section shall be not construed to allow the Office Manager/Administrative Assistant to sign a purchase order without a second signature from persons set forth herein.  (Ord. 2017-07.
