Within one hundred eighty (180) days after the effective date hereof, all utility companies that install utility boxes in the rights of way of any county road in the unincorporated area of the county, shall mark the location of said utility boxes by causing a black flag to be suspended at least eight feet (8')2 above the top of each utility box.
