It shall be unlawful for any person, except an animal shelter, to harbor or keep any lost or stray dog for more than twenty four (24) hours. Whenever any dog shall be found which appears to be lost or strayed, it shall be the duty of the finder to notify the division of animal control within twenty four (24) hours, and the division of animal control shall impound the dog in accordance with section 5-1-18 of this chapter.
