Each water company, subdivider, or other corporation, company, or person who is responsible for the maintenance and control of any fire hydrant in the county, shall be responsible for maintaining said flags and poles in good condition, and replacing every flag and/or pole that is lost, removed, stolen or becomes unserviceable.
