199.01 DEFINITIONS.
   (a)   “Financial transaction device” means a credit card, debit card, charge card or prepaid or stored value card of a financial transaction device provider.
   (b)   “Financial transaction device provider” means a financial institution, issuer of financial transaction device or processor of financial transaction device selected to participate in the financial transaction devices program after solicitation and advertisement for requests for proposals, as required by Section 301.28 of the Ohio Revised Code.
   (c)   “Program” means the County of Summit’s financial transaction devices program.
   (d)   “County expenses” are those expenses for which a program participant is authorized to receive payments by financial transaction devices.
   (e)   “Department program coordinator” means the employee designated in writing by a program participant as the person who is responsible for the enforcement of the participant’s financial transaction devices policy in cooperation with the county program administrator.
   (f)   “County elected official” means any County of Summit elected official authorized by Section 301.28 of the Ohio Revised Code or the County Charter to receive payment of county expenses by a financial transaction device.
