It shall be unlawful for any person to erect, repair, alter, relocate, paint, repaint, replace the face of or change any of the workings of any general business sign, or any sign determined to be non-exempt, within the City without first obtaining a sign permit, which has been duly issued by the City Recorder. This provision shall not apply to signs exempted by Section 1383.03.
