1105.08 HEARINGS, NOTICES AND ORDERS.
   Any person whose application for a permit to occupy a mobile home/single section manufactured home space has been denied because such space does not fall within the zoned areas M-l or M-2 shall be granted a hearing on the matter after the application has fulfilled the following requirements:
   Filed with the Planning and Zoning Commission of the City:
   (a)    A map of said proposed mobile home/single section manufactured home space, showing the owners of the surrounding property within a two hundred (200) foot radius from the center of the proposed mobile home/single section manufactured home space, and if the petitioner or applicant owns all the property within the 200 foot radius, it would then be necessary for the petitioner to secure the consent of the adjoining property owners as surrounding said property on all sides, in the percentage as set forth in paragraph (b) following.
   (b)    Present a petition signed by at least sixty percent (60%) of the property owners within the two hundred (200) foot radius showing they approve the location of a mobile home/single section manufactured home on said space, or at least sixty percent (60%) of the adjacent property owners.
   After said map and petition has been filed with said Planning and Zoning Commission, said Commission shall make their recommendations to the City Council who will then hear the applicant, and vote whether said application shall be allowed or disallowed within the purpose of this article, in its sole discretion upon a seventy-five percent (75%) vote of the entire Council including the Mayor and City Recorder.
