729.05 EXCEPTIONS.
    The tax imposed by this article shall not be collected in the following instances:
      (a)    When the hotel/motel room occupancy is billed to the United States of America or any agency thereof.
      (b)    When the hotel/motel occupancy is billed directly to the State of West Virginia or any political subdivision thereof.
